Risk concerns the deviation of one or more results of one or more future events from their expected value. Technically, the value of those results may be positive or negative. However, general usage tends to focus only on potential harm that may arise from a future event, which may accrue either from incurring a cost ("downside risk") or by failing to attain some benefit ("upside risk").

What has made Cubans risk their lives to come to the USA in the past?
Q. Think about Cuba and it's socialist form of government and how Castro ran it over the last several decades. Think about how people risked their lives to escape this form of government and fled to the USA. Now, let's use our brains and think hard about what makes people risk their lives to come here. What has it been about our country that appeals to these people? What changes might be forthcoming that would make this country less appealing to risk your life for? Just one more comment. A. you have provided another very interesting question...what appeals to these people to come here is the basic God given gene of freedom. each one of us longs deeply for this, and, it can not be taken away no matter how much people or governments try to. another reason is other family members already here provide motivation for them. i don't think that any forthcoming changes will have any effect on their determination to get here. besides, it's only 90 miles away to freedom. the possible changes we see in the future will be nothing like that of communist cuba so the drive to get here will same until their country changes ideologies.

A. If some competent engineer/analyst has done a FMECA or FMEA, an FTA, and other safety analyses. AND, these analyses have been peer-reviewed and corrected (if necessary), then I see no need for further modelling. If the system in question is dynamic (changing part types, changing design, changing configuration), then yes, an ongoing model with a full-time or most-time risk manager may be necessary. Even if the risk manager is not doing his/her job, a continuing model wouldn't be necessary. A simple peer review of the existing models and analyses would be all that is necessary. .
