That means that if no one can gets more than 50% in the first round of voting, all the delegates are "released." They are then allowed to vote for whomever they want. This is important because the delegates from each state are NOT necessarily supporters of whomever they are "bound" to in the 1st Round. This occurs because voting and the delegate selection process in each state are completely different. For Instance Ron Paul has many delegates who personally prefer Ron Paul but are "bound" to vote for McCain. My candidate would be none other than the supremely talented Jaromir Jagr. The numbers are outstanding 1191 games, 621 goals, 907 assists, 1528 points. Not only that, he is a member of the Triple Crown (Stanley Cup ring, Olympic Gold medal, World Championship gold medal), has won one Hart Trophy, five Art Ross Trophies, and five Pearson awards. So that's my answer. People might argue and want to break it down into which European players are the greatest at a particular position or playing style, but Jagr's the greatest European player of the greatest European players, period. Ah, but at least one playmaker that gets honorable mention is Peter Forsberg. His numbers are 697 games, 248 goals, 623 assists, and 871 points.
