How come state police are located in casinos and how come are they allowed to be excluded from lawsuits?
Q. Security in a casino said I was trespassing and turned me over to the DCI/State Police. Since the Security officer did not arrest me I cannot sue for bogus charges against me and the dci is excluded from litigation. I would have to say that is sure bet for Casino Owners. So learn from this pay the forty thousand dollars and employee a state police officer and you can get away anything. what a rack it!

A. Sounds to me like you were in the casino. You were not supposed to be there and the casino had you removed. Given that the purpose of a casino is to separate people from their money - they need patrons in the place to gamble. If they had you removed - it's probably a good sign they had a reason for doing it. I suggest you not go back to that casino.

Is it illegal for Pennsylvania state police to have citation quotas?
Q. There is a rumor, that I personally believe is false, that is saying Pennsylvania State Police are setting extreme quotas for about 30 days. It is said that each officer will be required to pull someone over every 10 minutes while on duty. This sounds very extreme to me. I browsed the Pennsylvania Vehicle Code, but found it a bit overwhelming to look through. I know any such quotas are illgal in California and other states, can anyone tell me if it is also illegal in Pennsylvania? Thanks.

A. Yes. There is a 1981 Pennsylvania law banning the practice of "directly or indirectly" suggesting that an individual police officer should issue "a certain number of traffic citations." However, there has been an ongoing investigation in Pennsylvania for the past few years about the Pennsylvania State Police issuing quotas for their troopers to meet. The only reason they are getting away with it is that they are calling them "averages" and "standards" to hide the fact that it is a quota.

A. It may be, but I have never seen it charged like that. State laws usually cover that crime.
