Because it was determined years ago that it was a waste of the taxpayers' money to chase after every bogie that people spot in the sky. These would be reported through local agencies and if the government felt it was warranted, they would appoint a commission to investigate. Where did you get the idea that their research is a secret? Oh, someone told you. UFO information is readily accessible where it doesn't have to do with revealing our military weapons, defense systems, or preparedness for attack from a foreign country or terrorist group.
